ಕರ್ನಾಟಕ ರಾಜ್ಯ ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಣ ಮಂಡಳಿಯಿಂದ ಆಡಳಿತ ಸರಳೀಕರಣ
ಇನ್ನು ಮುಂದೆ ಬೃಹತ್ ಕೆಂಪು ಪ್ರವರ್ಗದಲ್ಲಿರುವ ಉದ್ಯಮಗಳ ಸಮ್ಮತಿ ಕಾಲಾವಧಿಯನ್ನು ಐದು (೫) ವರ್ಷಗಳಿಗೆ ನೀಡಲು ಕರ್ನಾಟಕ ರಾಜ್ಯ ಮಾಲಿನ್ಯ ನಿಯಂತ್ರಣ ಮಂಡಳಿಯು ನಿರ್ಧರಿಸಿದೆ. ಅಲ್ಲದೆ ಎರಡು ಕಂತುಗಳಲ್ಲಿ ಸಮ್ಮತಿ ಶುಲ್ಕವನ್ನು ಸಂಗ್ರಹಿಸಲು ಸಹ ನಿರ್ಧರಿಸಲಾಗಿದೆ. ಈ ಮೂಲಕ ಡಾ|| ವಾಮನ್ ಆಚಾರ್ಯ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಕ.ರಾ.ಮಾ.ನಿ.ಮಂಡಳಿಯು ಆಡಳಿತ ಸುಧಾರಣೆಯ ಹೆಜ್ಜೆಗಳನ್ನು ಇಟ್ಟಿದೆ.
ಈ ವ್ಯವಸ್ಥೆಯು ೨೦೧೫-೧೬ರಿಂದ ಜಾರಿಗೆ ಬರಲಿದೆ. ಬೃಹತ್ ಕಿತ್ತಳೆ ಪ್ರವರ್ಗದ ಮತ್ತು ಮಧ್ಯಮ ಪ್ರಮಾಣದ ಕೆಂಪು ಮತ್ತು ಕಿತ್ತಳೆ ಪ್ರವರ್ಗದ ಉದ್ಯಮಗಳಿಗೂ ಇದೇ ಸರಳೀಕೃತ ನೀತಿಯು ಅನ್ವಯವಾಗಲಿದೆ. ಇವುಗಳಿಗೂ ಐದು ವರ್ಷಗಳ ಸಮ್ಮತಿಯನ್ನು ನೀಡಿ ಎರಡು ಕಂತುಗಳಲ್ಲಿ ಸಮ್ಮತಿ ಶುಲ್ಕವನ್ನು ಸಂಗ್ರಹಿಸಲು ಮಂಡಳಿಯು ನಿರ್ಧರಿಸಿದೆ. ಡಾ|| ವಾಮನ್ ಆಚಾರ್ಯ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ನಡೆದ ಮಂಡಳಿಯ ೧೯೫ನೇ ಸಭೆಯಲ್ಲಿ ನಿರ್ಧರಿಸಲಾಗಿದೆ.
ಹಿನ್ನೆಲೆ
೨೦೧೨ರಿಂದ ಕೆಂಪು ಮತ್ತು ಕಿತ್ತಳೆ ಪ್ರವರ್ಗದ ಕಿರು ಘಟಕಗಳಿಗೆ ೫ ವರ್ಷಗಳ ಸಮ್ಮತಿ ನೀಡಿ ಮೂರು ವರ್ಷಗಳ ಶುಲ್ಕ ಸಂಗ್ರಹ ಮಾಡಲಾಗುತ್ತಿತ್ತು. ಅಲ್ಲದೆ ಕೆಂಪು ಪ್ರವರ್ಗದ ಬೃಹತ್ ಉದ್ಯಮಗಳಿಗೆ ಕೇವಲ ಒಂದು ವರ್ಷದ ಸಮ್ಮತಿಯನ್ನು ನೀಡಲಾಗುತ್ತಿತ್ತು. ಕಿತ್ತಳೆ ಪ್ರವರ್ಗದ ಬೃಹತ್ ಮತ್ತು ಮಧ್ಯಮ ಪ್ರಮಾಣದ ಉದ್ದಿಮೆಗಳಿಗೆ ಎರಡು ವರ್ಷಗಳ ಸಮ್ಮತಿಯನ್ನು ನೀಡಲಾಗುತ್ತಿತ್ತು.
ಈಗ ಈ ಎಲ್ಲಾ ಉದ್ಯಮಗಳಿಗೆ ಐದು ವರ್ಷಗಳ ಅಥವಾ ಹೆಚ್ಚಿನ ವರ್ಷಗಳ ಸಮ್ಮತಿಯನ್ನು ನೀಡುವ ಮೂಲಕ ಮಂಡಳಿಯು ಸಮ್ಮತಿ ಪತ್ರ ನೀಡುವ ಪ್ರಕ್ರಿಯೆಯನ್ನು ಸರಳೀಕರಣ ಮಾಡಿದಂತಾಗಿದೆ.
Minimum 5 year consent (Licence) for industries: KSPCB takes steps to simplify administrative processes
The Karnataka State Pollution Control Board has decided to issue a permission for a minimum of 5 years to the large industries and establishments under Red Category and collect Consent Fee in two installments. This is part of few radical steps to reform the administration in KSPCB’s Consent process mechanism. This will come into force from the year 2015-16.
This simplified rule is also applicable to large industries in Orange and Medium Industries in Red and Orange. All these industries will get 5 year consent and will have to pay the consent fee in two installments.
This was decided at the 195th Meeting of the KSPCB Board, presided over by Dr. Vaman Acharya, the Chairman of KSPCB.
Background
Since 2012, KSPCB was collecting three years’ fees and issuing 5 year consent for Red and Orange category small industries. The Red category large industries were given consent for only one year. The Orange category large and medium industries were earlier given two year consent.
Now by issuing 5 year consent for all the industries, KSPCB has moved forward towards a simplified consent process.
